If your disc has been blocked, the reason is printed at the bottom of your MVLX receipt. It will be one of these:

What does "other unlicensed vehicle" mean?
Other unlicensed vehicles are any motor vehicles, motorbikes, trailers, special vehicles and so on that are registered under your ID number.
By law, one vehicle licence cannot be renewed while another licence disc registered to you has expired. Every vehicle registered in your name is linked to your ID number, so you are required to pay the fees for all of them and bring them all up to date. One vehicle cannot be licensed on its own.
What is an enforcement order?
An enforcement order is issued if you do not comply with the requirements of a courtesy letter after a traffic offence. It is usually served by registered mail, and the demerit points you incurred are allocated automatically.
By law, an enforcement order blocks your vehicle licence disc from being issued until it is resolved.
What does "CRW required" mean?
CRW required means your vehicle must be assessed for a roadworthy certificate. Once the vehicle has passed its roadworthy test, your licence will be unblocked.

What is an admin mark?
There are several reasons a vehicle licence disc may be blocked by an admin mark.
Admin marks placed on a vehicle
A1. Roadworthy validity. The licensing authorities are questioning the validity of your roadworthy status and are investigating whether the roadworthy test was done legally.
A2. Validity of the vehicle's register number. The vehicle is suspected, or has been reported, to be involved in a criminal cloning incident.
Admin marks placed on the owner's ID
B1. Deceased admin mark. The owner of the vehicle has passed away. A licence disc cannot be issued until the executor of the estate has registered the vehicle in a new owner's name.
B2. Warrant of arrest for not appearing in court for a traffic fine. This is given to people issued with a warrant of arrest for not appearing in court after a traffic fine was issued under a Section 56 notice.
A Section 56 notice is issued by a traffic officer, usually for an offence while the vehicle was moving. It gives you a payment date and a court date. You have 30 days to pay the fine, and you must attend court on the appointed date, which will be within four months of the date of issue. Section 56 fines do not apply in Gauteng.
Outstanding fees
If your receipt lists outstanding fees, the disc stays blocked until they are settled. Our team will look at your receipt with you.
What does "clearance required" mean?
When is a police clearance required?
When the engine or chassis number differs from the number on the registration certificate, even by one digit. It may be a misprint, but the risk is that the documents have been falsified.
When the vehicle was previously reported stolen and then recovered.
When no documentation was received from the previous owner.
Where is it done?
At your nearest police station.
What do you need?
A Data Dot certificate. It can be done at any testing station, and it is very important to get it before you go to the police station.
A certified copy of your ID document.
Proof of residence.
The original registration papers.
If the engine number was changed, the invoice for the new engine.
Before you renew
We are not integrated with NaTIS or the RTMC, so we cannot see a block before we process your renewal. That includes a licence blocked by an AARTO enforcement order, by other unlicensed vehicles, or because CRW is required.
Licence fees we quote are estimates. Any shortfall or penalties must be paid before delivery.
Once a licence has been processed and paid it cannot be cancelled or refunded, whether or not a disc was issued, because the licence fee for that vehicle has been paid.
Re-submitting for a disc after one of these issues is resolved carries an R60 fee.
Fine status can change daily, and a fine that becomes an enforcement order will stop a disc being issued.
